Let me offer some questions for you, which may help to invent the best way
FOR YOU yourself:

What do you try to accomplish by the measure 'introduce job rotation'?
Do all people concerned agree that this accomplishment is a worthwhile goal?
Do all people agree that job rotation is an effective measure towards the goal?
Is introduction of job rotation sufficient to achieve the goal?
What other measures need to be taken as supplement, and in what logical order?
What negative side effects can be expected by introducing job rotation in your environment?
What adjustments to the concept would trim those side effects?

Try to get the buy-in of those concerned and take seeming resistance as
offers to improve, but don't compromise.
