One good place to visit for a general discussion on training evaluation,as
well as articles and publications about how to do evaluations is the
American Society of Training and Development web site at www.astd.org.

How and when you do your evaluation will depend on what you need to know
about your training programme. Are you looking to refine a pilot
programme so that it can be improved for future participants? Perhaps you
are testing how effective an existing programme has been in changing
people's performance at work so that you will know if it was worth the
money spent.
