Replying to LO25446 --
Dear LO's
Firstly, this use of frameworks to decide which tool to use.  There are
many arguments about this.  Rather than flood this list with the
arguments, I will happily email interested people a copy of my Masters
dissertation (September 1999) titled "The use of Frameworks in Critical
Systems Thinking'.  It is a 240k pdf file. 
Secondly, the temporal scale of 7 levels.  I have not read Elliott Jacques
work but I came across this concept via a colleague of his at BIOSS,
Gillian Stamp.  The temporal scale applies to an individual's time
horizon.  It seems a bit of a jump to go from an individual to an
organisational situation or issue.
