It's not an easy transition at the front end (maybe it doesn't really get
easier, either, as the feasible steps may get bigger, at least for a
while). I've had some success starting with an action science approach.
For one story, try "Emphasis on Business, Technology, and People Cuts
Turnaround Time at Hewlett-Packard's Lake Stevens Division," National
Productivity Review, Winter, 1998-99. It covers the part you're
interested in only as part of a larger story.
