BLUESKY:ORGANISATION DEVELOPMENT AND SUPPORT IN A METROPOLITAN LOCAL
AUTHORITY

If you could sweep away all of the 'central people support' functions in a
Metropolitan local authority - personnel, work analysis, CPD, TNA,
training MD, OD, NVQs, personal development, workplace counselling,
etcetera, whatever...what would you replace them with? what would you keep
and why? what are the key challenges and needs? what would you
outsource/keep in-house?

I know that's more than one question, but the big question is a chance to
bluesky the whole thing...

(note for non-UK people: a Metropolitan local authority is the local state
for a city or large conurbation; it is responsible for all local
government functions, including social care (but not health), traffic,
planning, housing, economic development, leisure, education, etcetera...
Increasingly UK local authorities are being asked to form partnerships
with the voluntary sector and the private sector. They are funded on a per
capita basis by central government from income tax revenue and about 20%
local taxation.)
