Implicit [in] the organizational learning work is the assumption that
individuals must be the learners. If we define learning to reflect
changing future behavior based on the environmental response from previous
behavior we could gain a sharper focus of organizational learning by
asking about organizational governance mechanisms which enable
organizations to learn without the learning of any of the individuals in
the organization.
