Is there a rule along the lines:

Organisations with the greatest visions (and inherited powers) are those
that are in most need of protection for the people and by the people

The underlying logic being it is precisely the organisations with the
greatest visions which also attract the individual power-seekers who want
to own the power of heading the organisation. If he gets there, he often
has the sort of mentality of I'm the leader - take my vision - carelessly
forgetting the detailed system that supported the original vision (even
when, in his way, he's trying to continue it)
