When I was at school, I was taught about the Hierarchy of Controls for
managing risk.
Elimination
Substitution
Engineering Control
Administrative Control
Personal Protective Equuipment
I was told that it was undesirable to use Administrative Controls, as they
depended on people 'doing the right thing'.
During one lecture a qualified Occupational Hygienist described dust
suppression during jack-hammering as 'administrative control', as you do
this by 'administering' water.
Can someone tell me please, what are these mysterious 'administrative
controls'?
