Hm Winfried,

A bit negative this time don't you think. Admin controls are the
infrstructure to be able to convince shareholders and organization members
that the way you run the organization in a rational way and that you can
account the various processes that run in the organization. By way of
admin controls you should be able to provide third parties and the people
that are outside the organziation proof you are running the organization
in an adult and just way. Sometimes we fake these controls and than see
what happens (ENRON).

I am probably somewhat on the "harder" side of organziation development,
but without a sound admin infrastucture (and the reporting tools that come
with it) you can forget implementinghigh level instruments
