Hi Frank:
KMCI has developed just such a performance measurement methodology and
tool-set that is called K-STREAM (tm). It is based on the view of
organizational learning as an emergent process in organizations and is
deeply rooted in complexity theory. The corresponding school of KM
theory and practice is called 'The New KM.'
K-STREAM (tm) relies heavily upon the use of the Analytic Hierarchy
Process, or AHP, to measure current states in organizational learning
conditions and performance. AHP is a highly validated tool for
measuring soft factors in social systems, but its application to OL
and KM is entirely new.
The AHP tool being used for this purpose comes from a company called
ExpertChoice, Inc. Here's a press release that describes the

Note that the application "template" for use in the case of KM and OL
comes from KMCI, not ExpertChoice.
