Workload vs. Learning LO14150

Do any of you know of any good research or literature, or use any rules of
thumb supported by your experience, about what proportion of time people
need to have free to devote to learning activities, formal or informal, in
a learning organization? One of the major barriers I'm seeing to learning
is that some organizational cultures value only the production of work
outputs. We can't have continuous learning and process improvement if
people have no time or energy to step back and reflect on, or share the
benefit of, their experiences with others or to participate in education
and training programs.

I will be glad to compile the responses received and post them to the
list.
