I believe the systems of the organization is one of the pieces in the
puzzle. Innovative behaviour is punished both by organizations and by
colleagues. Recruitment and selection processes hire conforming people.

I am also concerned that the external society also plays an important part
of the issue. There is a saying here that communicates, the head of wheat
that is above the rest of the wheat field with be lopped off. This
society puts a strong emphasis on conformity (it is also very tolerant of
non-conformity). Other societies also contribute to the atmosphere inside
the organization.

Another issue is the attitudes and skills with which people enter the
organization.
