It seems to me the operative word is "program." Programs are so external,
so temporary, so easy to come and go, or at least, "hope they go away."
For your "core business activities," there needs to be commitment. The
activities/behaviors must become part of the organization's culture--the
natural way of doing things. If you're one to read, I recommend
_Organizational Culture and Leadership_ by Edgar Schein, specifically
Chapter 8. If you're not a reader, I'll be happy to share pertinent
tidbits off line.
