I'm familiar with two methods. The first uses a simple inventory of skills
associated with previous jobs held. I find this approach inadequate since
it can miss significant skills associated with unpaid work (e.g.:
volunteer work, hobbies, etc).

The second method uses a checklist of skills categories relevant to the
work environment (I've always created them myself) and asks individuals to
categorize their skill levels within each category (novice, competent,
expert).

What approach you take will depend on what you mean by "developmental
purposes." Is it the development of the organization or the individual
you are pursuing?
