Development CAN involve working together as you suggest. It's great when
that happens.

Development can also involve building a set of skills and (hopefully)
characteristics that will allow not-yet-identified changes to take place.
This type of development can also be unilaterally directed by "upper
management." unfortunately, the improvements in perofrmance are not
always connected directly to the dvelopmental activities, especially when
these new skills aren't actively and consciously used for a while.

Both ways can lead to performance improvements. I guess it just
depends upon which perspective you have and use on the topic.
