I think you're missing a W here: WHY is this task being done? Does
WHOever has to do it accept the reasoning behind it? Are there other ways
to further the goal than by doing the specific task under discussion?

Maybe this comes before, or you think it's implicit somehow. But from
your not mentioning it, I'm inferring that the decision to do a specific
task rather than some other has already been made. But by whom, and with
whose input or assent? Maybe I'm missing something, but I don't see that
in your WWWWH matrix. I'm replying to a reply, and I apologize if you
already answered this question elsewhere.
