I would say it depends on what your manager feels is valuable and if you
fit their description of the job. Value measured by performance
evaluation is based on dialogue between two people but the manager has
more say. For example, if the organization is transitioning to a new
system and revamping there is a period where the employee may be judged by
an old standrd which no longer fits the new job. The manager may not
understand what new skills will be needed and not value the employees
skills. If the manager focuses on efficiency and not effectiveness value
may be questioned if the manager is not as knowledgable as the employee.
