If we leave the moral arguments aside for the moment, clearly the cost of
recruiting, orienting and bringing staff up to full performance levels is
HUGE. A company adding 10% turnover by intent would have be have a whole
lot of incompetent performers, and probably a much bigger problem that is
system wide.

And of course, there is so much evidence that mass dismissals and layoffs
are so destructive that I suspect ANY organization that does this by
intent, is probably going to "intend" itself into oblivion.

That's just a sample of the implications. We know now that a company that
acts in it's own self-interest attempts to grow competency continuously,
select properly, reduce turnover to a cost-effective degree and create an
environment of safety and commitment.
