The minimum improvements outlined for you are simply the requirements of a
group of people with whom you have established incomplete communication
and trust. You are free to set higher limits which not only provide the
governing body reassurances that what they need will be given, but which
allow your own people to assume control of the standards. Meeting someone
else's minimums should never become a divisive issue when our own
standards are higher.
