I would suggest that what might be perceived as an unwillingness to adopt
new technologies (CBT, etc) might better be described as a lack of
resources to fund these new technologies.. Administrations have few slack
resources and during an era where universities are funded less and less..
well the reality is that slack resources are needed to introduce and
implement new technologies... With a distributed management structure..

Ironically, the public is ignorant of how poorly they fund higher ed.
Visit a local business and then stop in to your local university and you
might be suprised by comparing what you find on the campuses...

Just in case you think this is more liberal thinking.. I'm a republican...
