Doc,

Sorry for the long delay I have been gone a lot. I would like to comment
on who is responsible for the how well the system works.

I believe it is the top management. Often however their, self perception
does not include accountability for how well the system works or for
attitude. Both attitude and system capability should be and in fact are
the responsibly of top management. They control both no matter what they
try to control or think they control.

For example if management wants conformance to budget the chances are very
good that there will be conformance to budget. However in that process
they also cause machines to be maintained or not, and set the priorities
for maintenance. That in turn causes good or bad attitudes depending on
how well the heaters work, machines and tools to work well or not and how
close I work to the machine that does not work.

Until managers perceive themselves as people who support the masses of
workers and help them to improve rather than keep them from making
mistakes we will have managers responsible for the money ignoring their
real responsibility which is providing system that work exactly right.
Because all the systems are interconnected pay attention to one part with
out understanding the other causes attitude problems and poor systems.
Self perception must change to change the attitude.

We often find these self perceptions
Keep others from spending too much
Keep others from making bad decisions
Make sure they are at work

Each causes attitude across the organization. Whatever the bent of the top
managers is spread across the cooperation and repeated by successive
managers because that behavior proved to be successful.
