Replying to Rol's 9/11 reply to Mike - from Debbie Roth, PhD Candidate,

With respect to the discussion of "governments that focus their resources
with the intent to create learning societies", I would like to know more
than I do about government IT action in Scandinavia and in Switzerland,
but I do know that Singapore, whose national government has planned for IT
since 1980, has the goal of being a learning nation, and pursues ways to
use IT to support that in every way they can. The 1992 planning update was
"A Vision of an Intelligent Island". Singapore ONE, a current effort, is
designed to link everyone, and every organization, in a high speed
multimedia-and interaction-capable network.

The National Computer Board (NCB) acts as the national government CIO (a
function I don't think we have in the US). Anyone interested in pursuing
could start with www.ncb.gov.sg and find a wealth of documentatioon.
