I think Gene provided a great response to a difficult question. I've been
very impressed with a small book (Short, Ronald R. A special kind of
leadership, the key to learning organizations. Seattle, WA: K.P.
Corporation, 1991. ISBN: 887259007) that speaks to the points that Gene
makes below. It identifies cultural characteristics based on
communications styles within an organization, using the idea of
"differentiation" developed by (among others perhaps) Edwin Friedman (in
his counseling work with families and synagogues).

I recommend this book to your OD library, Anne--I think it will help you
with the measurement process and the change process.
