Hello, Judy...

The best incentive program of which I'm aware is the one that incorporates
meaningful work, the opportunity to be creative and a large measure of
autonomy in deciding how to get the work done.

Compensation, benefits and recognition are important recruiting and
retention supporting elements of a successful program...but secondary to
the concepts I've stated first. There are indications that the less a
company has of these critical incentive elements, the more it emphasizes
(and needs to increase) these secondary elements.
