Explores the development, implementation, and early results of using a
comprehensive performance management system for public sector managed
behavioral health care. The New York State Prepaid Mental Health Plan
(PMHP) performance management system was developed to reflect the concerns
of multiple stakeholders-individuals receiving services, families,
providers, advocates, and policy makers-and is a foundation for continuous
quality improvement activities and information-reporting products such as
report cards.

Measuring R&D Productivity

Although R&D productivity is difficult to measure, many companies are now
putting pressure on their scientists and engineers to not only produce new
products and processes, but to demonstrate their value to the
organization. This article explains some of the major reasons why R&D
measurement and evaluation systems fail, and presents some suggestions for
designing a successful system.
