Creativity can be summarized by the adage, "Necessity is the mother of
invention".

Our most creative times are times of need, whether it be music, or guns.
Both the "Star Spangled Banner" and major progress in submarine
development came from a need to win wars.

Many times I have taken people who were considered non creative, defined a
problem, asked for reactions, then was able to close the meeting with new
effective ideas on how to approach and solve old problems the "creative
minds had not been able to solve.

Creativity is simply reaction to a situation. It is at it's best when
there is a personal need as well. A simple need will do. Something like,
"My work would be easier if this were fixed."

Define the situation and creativity will follow. Creativity can be stifled
by the culture or powerful personalities but it is there it is more a
matter of uncovering it than having it.

Like leadership anyone can do it. Some are better suited than others.
Better because of skills, knowledge, natural traits etc.
