This is an interesting question in that it requires some frame of
reference for determining the "roles, responsibilities, and
accountabilities." I can define an idealized state for employee learning,
but that requires both organizational consensus and employee
understanding. If the organizational culture is heavy on command and
control, there may be very limited organizational expectation for personal
learning. In fact, learning can be seen as a waste of time and money in
this situation and any employee attempting to broaden their knowledge
could face short-term penalties. At a personal level though, long-term
benefits can only come from escaping from such a situation, which then
becomes an objective driven by personal benefit and not organizational
benefit (as it is currently being presented to the employee).
