I think that it is a bit of both. SOmetimes a need for organisational
change results in new technologies being used. Sometmes new technologies
foces other organsiational change. Whilst much change is said to be driven
by technolgy I wonder whether it isn't driven by other business reasons
for a larger proportion of occasions.
