Design, of course, is only the first step in getting things done. Taking
action on the design to bring it into being - to get it done - is the next
step. Your question, 'How do we design to get things done?', addresses the
design of the process to get things done.

I suggest you check out the book "Creating" by Robert Fritz. This explores
creating, and says that it is a skill that can be learned and mastered.
Mastering the creative process is mastering the designing of processes to
accomplish things that truly matter to you.
