Just a couple of reactions to the posts below.

If learning does not result in action to improve something or not change
then what is the value of learning or knowing.

We can of course measure both the improvements and the rate of improvement
though I get very confused about trying to measuring learning. An
organization has little need to measure learning only the rate of
improvement that results from learning.
