Movement from traditional bureaucratic organizational behavior to that of
learning organizations is a form of organizational recovery. Very hard to
do (ie. review the 12 steps) and hard to sustain. Relapses can happen. I
believe there is an addictive side to bureaucratic existence that resists
learning organizational efforts. Understanding this can help the team
accept such relapses and prepare them for starting again.
