Consultant/trainer for LO LO19291 -Washington/Baltimore

I'm looking for consultants/trainers in the Washington/Baltimore/Annapolis
area who can work with my government agency to design an affordable,
effective process for improving the conversation (ala Peter Senge, et.
al.) that goes on within teams engaged in strategic planning and
performance measurement. I know that such terms are antithetical to true
dialogue, but we have to start somewhere.
