Greeting to Anne Hale,
refer to your post, my view as follow:
(in the Object format to be deposited in

=======================================
Goal: How to measure progress in application of inquiry and advocacy skills?
Fact: System Thinking
Fact: Learning Organisation
Symptom: Trying out various experimentation on Learning Organisation concepts
Symptom: Experiencing with conflict in the learning organization.
Symptom: Assumption that in order to learn quickly, we need to raise
conflicts quickly, challenge each other's mental models.
Symptom: Be able to challenge each other's mental models without the
defensiveness and posturing that stifles effective dialogue.
Symptom: Tried many things in our organization to help people practice the
skills of inquiry and advocacy,
Symptom: Can't gauge whether we are making progress.
Cause: Eager to know effectiveness of a new approach
Fix: A new approach applied to a group of people, interacting
with each other. There must be a purpose, hence objective of the
group. Various techniques and skills applied must then be to serve
or realise the objectives.
Fix: There are many ways to gauge the effectiveness of the new approach
a) After each interaction, carry out a simple review of the group
dynamic. For example : use of group thinking tool like PMI (Plus Minus
Interesting)
b) From the objectives, establish schedule and milestones with measurable
targets or tangible results. These yardsticks, as steps towards the
final goal, are to be used as gauging techniques
c) Some objective may have impact with the larger stakeholders or
customers. Use feedback mechanism like survey, interview as measurement.

Hope the above help.
In different context, different measurement tools are used.
