Any ornamental stick is used. The person in possession of it is the ONLY
person allowed to speak. After they have said their piece, they pass it to
the next person indicating they wish to speak.

This avoids spontaneous interruptions and is particularly good for
eliciting contributions from the more reticent speakers.
