Jeff,
There are a few ways to stimulate the LO concept from within that have worked in our purview, that you may care to try.
1. "Gee Wizz, how did they do that".
Take a project, map it, and compress the process so that the outcome is dramatically different to that expected. Utilize the 5 disciplines within your process. At the end game, let the Org come to you asking how you did it, don't try to sell them the concept. Find another project not in your area, and offer to mentor the process (using one of your Team if possible).
2. "Link the LO concept to a strategic outcome".
Scan the Org's strategies for the year, and pick a strategy that would be suited to, or would benefit from, the LO drive. Put a LO process around it, and offer to own the particular strategy.
Be patient, again, let the Org come to you. "People only learn what they want to learn, and they only learn it when they want to (learn it)".
3. "Set up a Learning History".
This always works - sometimes not as you would like it, so watch carefully the progress. Set up a cross skilled, cross department self managed team, and produce the LO History by interviews internally and externally. I seem to remember this was discussed in detail by the LO group some time ago. The process of mapping how the Org works will unlock many leverage points as you say, and you will get uptake of the concept.
