May,
More organizations are passing HR responsibilities onto line management.
This trend will continue and speed up as organizations outsource non
value-added components and shift HR activities to line management. New
and better HR management systems will improve the leveraging and delivery
of HR services making it easier for line personnel to do HR stuff. So
day-to-day planning with be handled on the line.
However, the organization needs an integrated HR strategy to link and
support overall organizational goals. So l believe that strategic HR
planning will still need to be done at the corporate (not line) levels.
