Concur in the bottom-line. Strategic planning is not the best means of
employment for tactical participants. Nor is it efficient....and probably
not very effective.

designed and operated systems of information and activities --that is
versus hap hazard.
What does "improve the leveraging" mean?
When saying delivery of HR services" do you mean things like documentation
of benefits, changes in status and electronic records keeping or do you
mean things like read only data files.
What is the evidence of line supervisors being held accountable for
increasing amounts of HR stuff?
