Just brainstorming here -- what immediately comes to mind are Community
Chest and Chance in Monopoly. There's a certain amount of randomness in
the roll of the dice, but you still develop an overall strategic plan
(which properties to acquire, etc.), and a tactical plan for each trip
around the board. Community Chest and Chance (particularly something like
"Go directly to Jail" or "Go directly to Go") can really wreak havoc on
one's tactics for a particular trip 'round the board.

Maybe you could do something like team Monopoly -- they have to develop
and agree upon an overall strategy at the start of the game, then as they
approach Go every time, they could do a review of that trip around the
board and some planning for the next trip. And every time they draw
Chance or Community Chest, they do a review of how that affects them. To
make the game more interesting (and probably shorter), you can throw in
some non-standard cards that are a bit more catastrophic (an earthquake
levels 50% of your houses, deregulation raises the rent on all the
railroads 50%, etc.) Probably best to make a whole new set of, say,
Chance cards.

Anyway -- just brainstorming...
