I suggest 'efficient management' is an oxy moron. I believe good
management involves motivating your workers, traing them to be 'risk
conscious', empowering them, and encouraging them to 'self-manage', by
providing sufficient guidance material.
Other functions are involved some of these are 'leading by example', and
simple auditing and counselling activities,.
