Replying to LO28980 --

Jim, If you are discussing change in management with doctors it might
serve a purpose to define the terms 'policy' and 'procedure' in the first
instance. I would imagine your meetings involve a lot of discussion at
the procedural level, where the first level to deal with involves policy.
