I think we are on the same sheet of paper. Maybe I misspoke in my reply
to Kenny's questions. What I wanted to say is that it is not
advantageous for the organization to transform the consultant in a
quasi-employee. You are right that it is nice for the consultant since
you can keep part of you independence while having a level of job
security you normally can't depend on. I would still argue that a
consultant that is almost permanently part of the same organization for
a longer period of time looses the outside perspective the company
normally seeks when he/she is hired.
