You need to establish some idea of 'readiness for CHANGE' for CHANGE is
what implementing a TQM programme is ACTUALLY ABOUT.
So,
Why are we doing this, what are the drivers?
Who knows about it, do they key players agree with it?
What resistance will we encounter and how do we overcome them?
What is the vision and strategy that this initiative is designed to help?
How are we going to get people aligned to the programme and involved?
What's its in it for me!! ?
