When I read this quote I see it paralleling a Deming position that people
caught in the system are poorly equipped to see the problems or fix them.
He then points out that only the leaders can actually change the way the
system works because they control the money and the organizations
priorities. They infact control their organizations priorities whether or
not they accept that responsibility.
Each snowflake can control it's own behavior but the manager set the
direction with his/her priorities whether or not he/she is aware of it.
COMPANY ATTITUDE IS CAUSED BY WHAT MANAGERS DO AND DO NOT ACT UPON.
