I'd like to join Rick in welcoming Luis to the LO list. Although he did
not say, I'm assuming that Luis lives in South America somewhere. He
wrote

I'm afraid that the power and control model is not unique to Luis'
country, but is one I find everywhere. It will take a very long time to
weed this archaic thinking out of business and management. It may never
disappear from government agencies such as the one that Luis works in.
Bureaucracies are, by their very nature, unlikely to adopt new ways that
empower employees.
